All traders, agents or freight forwarders involved in exporting and importing to and from the UK will need to migrate to CDS.

HMRC will close its Customs Processing of Import and Export Cargo ( CHIEF ) system on 31 March 2023. From that date, all businesses are required to declare goods through the Customs Declaration Service ( CDS ).


The CDS is currently used for filings in Northern Ireland and the rest of the world, and has processed over 1 million filings since it went live in 2018.


Before a complete shutdown on March 31, 2023, the Get Rich service will cease in two phases:


September 30, 2022: CHIEF closes import declarations

March 31, 2023: CHIEF/National Export System (NES) export declarations closed

Sophie Dean and Katherine Green, HMRC Director General for Borders and Trade, said:


CDS is a key part of the government's plan to build a world-leading fully digital border that will help UK businesses trade and prosper.


The announcement will provide clear information for traders and the border industry. Developed after years of consultation with the border industry, CDS will provide a safer and more stable platform with the ability to grow in line with the government's ambitious trade plans. Adopting a unified system for all imports and exports would also save taxpayers.
